If you have some prior information about Russia you do not need the question mark, but the relevant question here is "does this graph prove anything"? For example can it be used in court as an evidence of fraud?
Joseph, the relevant precedent is probably Florida's butterfly ballot (search this blog). I'm not sure anything came out of it, though. Moreover, there has been a lot of interest in trying to detect problems with electronic voting machines (search this blog), and Princeton's itpolicy group is working on these matters.
