This is a demo map made with Alchemist software by Aver Development Corporation. There is no contact email. But regardless of this, it shouldn't be too hard to recreate it.

No, Vanderbei didn't do the dots (as far as I can tell). I really like the dots because they reduce the visual impact of low-population-density areas.
